Dr. K Balagopal educational lecture on river water disputes in Andhra Pradesh. In this two hour long lecture, delivered in July 2009 at Human Rights Forum (HRF) chapter meeting in Vishakapatnam, Balagopal discusses the background of the river water disputes in the state of Andhra Pradesh and provides the historical, political and economical context in which the policies and the existent water sharing practices and irrigation projects on Krishna and Godavari rivers came about. And stresses the need for a proper water sharing framework – from a fairness, justice viewpoint and people rights to resources and development – of all the three regions of the state of Andhra Pradesh. And provides the right context to understand the grievances of the people of Telangana and Rayalaseema regions. And argues for a intra-state water redistribution and independent authority , along the lines of Bachawat Tribunal, for fair allocation of water resources.

Balagopal TV interview in September 2009 (in Telugu) about Maoists, Green Hunt and Chattisgarh, where he talks about the ongoing violence both that of Maoists and the government in the states of Chattisgarh, Andhra Pradesh and elsewhere. And states that the in the long run inherent structural violence and increasing inequality in the society are much more of a bigger threat to the Indian democracy than the Maoists, as claimed by the Indian government.
And talks about the need to oppose Green hunt and support a peace talks initiative.

హక్కులనేత బాల గోపాల్ ఆకస్మిక మరణం ప్రజాస్వామిక వాదులందరిని నిర్ఘాంత పరిచింది. హక్కుల ఉద్యమ ప్రస్థానంలో ఆయనలేని లోటు ఇప్పట్లో భర్తీ చేయడం కష్టసాధ్యం. వాస్తవానికి హక్కుల ఉద్యమానికి రాష్ట్ర వ్యాప్తంగా దేశ వ్యాప్తంగా ఒక గుర్తింపును విశ్వసనీయతను తీసుకురావడంలో బాలగోపాల్ చేసిన విశేష కృషి దాగివుంది. హక్కుల ఉద్యమానికి ఒక కొత్త ఒరవడినీ, దృక్పధాన్నీ ఇవ్వడమే కాకుండా దాన్ని ఆచరణలో పెట్టడానికి తన జీవితాన్ని అంకితం చేశాడు. సమాజంలో హక్కుల ఉల్లంఘనను విపరీతంగా పట్టించుకునే బాలగోపాల్ తన ఆరోగ్యాన్ని ఏ మాత్రం పట్టించుకోలేదు. ఆ అలక్ష్యమే తనని అక్టోబర్ 8 రాత్రి 10 గంటలకు మన నుంచి శాశ్వతంగా దూరం చేసింది. బాలగోపాల్ ను పునర్నిర్మాణం చేయడం ఇంత తొందరలో సాధ్యం కాకపోవచ్చు.కాని ఆయన సమాజం మీద వేసిన ప్రభావం వల్ల ఆయన వ్యక్తిత్వ విశ్లేషణ జరగాల్సే వున్నది. ఆ క్రమంలో ఆయన ఆలోచనలను, ముఖ్యంగా ప్రజాస్వామిక సంస్కృతిని రూపొందించడానికి ఆయన ప్రతిపాదించిన ప్రాపంచిక దృక్పధాన్ని , విలువలను అంచనా కట్టాల్సే వున్నది ముందుగా అందుకోసం మనకుండే ఆకరాలు, పనిముట్లు , సమాచారం -  విడివిడిగా శకలాలుగా, ఙ్ఞాపకాలుగా , అనుభవాలుగా , ఆచరణగా ఉన్నవన్నీ ఒకచోట సమకూర్చుకోవాలి లేకపోతే అర్థసత్యం చెప్పినన వాళ్ళం, అరకొరగా తెలుసుకున్న వాళ్ళమే అవుతాం. అందువల్ల ఇపుడెట్లాగూ ఆయన కొచ్చే నష్టమేమీలేదు. బతికుండగానే ఆయన పొగడ్తలకు,నిందలకు దూరంగా ఉన్నాడు. అయితే అది మన సత్యాన్వేషణకే అవరోధమవుతుంది గనుక అధిగమించాలి. 2009 అక్టోబర్ 8, రాత్రి  పదిన్నర , బాలగోపాల్ ఆరోగ్యం బాగాలేదు అన్న వార్త టి.విలో చూడటానికి, ఆయన మనకిక  లేడన్న వార్త వినటానికి మధ్య ఎడంలేదు. బాలగోపాల్ మరణాన్ని తట్టుకోలేక , చెప్పలేక పెద్దపెట్టున ఏడ్చేసిన నామిత్రుడు పొరుగింటి బుర్రారాములు దుఃఖం లో నేను కూడా………. మానవహక్కుల ఉద్యమపుకాడిని రాములు ఒక్కడి భుజం మీద వదిలేసి బాలగోపాల్ ఎందుకలా వెళ్ళిపోవలసి వచ్చిందని ఎవరి మీదో తెలియని ఏదోకోపం………….. అక్రోశం……………… Read the rest of this entry »
