Remembering K Balagopal

K Balagopal was unique in many respects. To my mind, he can be counted along with E M S Namboodiripad, A K Gopalan and such others, who had given up all personal possessions and aspirations and struggled for the oppressed poor. Balagopal straddled the intellectual and activist domains in an amazing and most effective way. But that effort took him away from us: he literally worked himself to total exhaustion. Following K G Kannabiran, another fighter in the same mould, he worked tirelessly to strengthen a movement for civil liberties in Andhra Pradesh, and later extended his domain of activities to the whole country through the Human Rights Forum. Balagopal had the courage to raise serious questions about how Marxism is practised in India by all those who call themselves Marxists. He raised questions about basic human values, about social concerns that transcend ideology, and as a consequence became something of an outcast in Marxist circles. But to the last breath he worked for the poor and the oppressed.

K Balagopal’s role as a civil liberties and democratic rights activist had two phases – the first, when the opening sentence of the Communist Manifesto and Marx’s last thesis on Feuerbach guided his life’s activity, and the second, when, even as he gave up on these precepts, he continued in the tradition of practical humanism.

K Balagopal metamorphosed from a committed believer in the Naxalbari movement to a human rights activist, defining the terms of his transition. In doing so, he rejected the choice of social transformation by violence, opting instead for such change through a struggle for rights. But the problem is that rights campaigns by themselves will not lead to social transformation. As a lawyer, Balagopal showed himself as the only lawyer of the poor of his generation with a reputation for competence. The poor knew that he was about the one lawyer who believed in their right to life. In his competence that equalled the lawyers of the affluent he was visible. Balagopal made the Court conscious that he was appearing for a citizen or a collective of citizens for whose benefit the Constitution was created.

అభివృద్ధిపేరుతో జరుగుతున్న విస్తాపన, విధ్వంసం, హిందూ మతోన్మాదం పెరిగి మైనారిటి మతస్తులపై ఊచకోత, ఉగ్రవాదం పేరుతో హక్కుల ఉల్లంఘన, తీవ్రవాదం పెనుప్రమాదం అని చెప్తూ ఆపరేషన్‌ గ్రీన్‌హంట్‌ పేరుతో ఆదీవాసీలపై చేస్తున్న యుద్ధం, అన్నీ కూడా హక్కుల ఉనికికే ప్రమాదం ఏర్పడింది. ఈ సవాళ్లను ఎదుర్కోవడం ఒంటరిగా సాధ్యం కాదు. హక్కుల సంఘాలు కలిసి ఐక్యంగానే హక్కులను కాపాడుకోగలుగుతాం. హక్కుల ఉద్యమాన్ని బలోపేతం చేయగలుగతాం.

బాలగోపాల్‌ ఆకస్మిక మరణం హక్కుల ఉద్యమకారులందరినీ విషాదంలోకి నెట్టివేసింది. బాలగోపాల్‌ ‘ఇక లేడు’ అనే నిస్పృహతోపాటు, ‘పౌరసమాజం’ ఒక రకమైన భయానికి, వెలితికి లోనయ్యిందని కొంతమంది అభిప్రాయపడ్డారు. కానీ, ఈ పరిస్థితి తాత్కాలికమే. పురుషోత్తం, ఆజం అలీలను సర్కారీ హంతకముఠాలు కిరాతకంగా హత్య చేసి ఒక భయానక వాతావరణం సృష్టించారు. పౌరహక్కుల సంఘం ఇక పనిచేస్తుందా? అనే సంశయం, సందేహాలు ఏర్పడ్డాయి. బాలగోపాల్‌ ఆ సందర్భంలో ‘నిస్పృహను, నిస్సహాయతను అధిగమించడానికి కావల్సిన దృఢ సంకల్పం, మానసిక స్థైర్యాన్ని పురుషోత్తం నుండి ఉద్యమాలు, ఉద్యమకారులు, ప్రజలు నేర్చుకోగలిగితే అతని మరణం వృధా కానట్టే’ అని ధైర్యాన్ని యిచ్చాడు. దళిత, ఆదివాసీ, మహిళా హక్కుల కోసం, ఆత్మగౌరవం కోసం అనేక పోరాటాలు జరుగుతున్నా యి. అవి ఏవీ జరగనట్టు హక్కుల ఉద్యమానికి ఆది-అంతం బాలగోపాలే అని వ్యాఖ్యానించడం ఆయన మనస్తత్వానికి పూర్తి వ్యతిరేకం. ఈ వింత పోకడ ఇప్పటి వరకూ పార్లమెంటరీ పార్టీల నాయకులు మరణించిన సందర్భాలలో కనిపిస్తూ ఉండేది. ఇంత వరకు ఏ ఉద్యమ కారుడు మరణించిన సందర్భంలో కూడా ఇలాంటి వ్యాఖ్యానాలు వినలేదు. పావన చరితుల్ని గూర్చి ఎందరు ఎన్ని సంగతులు చెప్పినా, మళ్లీ మళ్లీ వినబుద్ధి అవుతుంది గదా. కె.బాలగోపాల్‌ గురించి అసంఖ్యాకంగా వస్తున్న రాతలు, కవితలు చూశాక నాకు సంబంధించిన ఒక చిన్న ఘటన కూడా నలుగురితో పంచుకోవాలనిపించింది. అది 1999 సంవత్సరం అని గుర్తు. ఒకనాటి మిట్ట మధ్యాహ్నం మా ఇంటి కాలింగ్‌ బెల్‌ మోగింది. వెళ్లి తలుపు తీసి చూస్తే, ఎవరో పరిచయం లేని పెద్దమనిషి. ‘నేను కె. బాలగోపాల్‌ని’ అన్నారు. నేను సంభ్రమంగా-మీరు మా ఇంటికి రావటం అదృష్టం అని, లోపలికి ఆహ్వానించాను. కూచోబెట్టి మంచినీళ్లు తెచ్చిస్తే తాగారు.

నాకు అంతకు ముందు ఆయన్ని గుర్తుపట్టే పాటి పరిచయం లేకపోయినా, ఆయన ఎవరో, ఏమిటో నాకు చాలా వరకు తెలుసు. ‘ఇంట్లో ఎవరూ లేరు, అయినా నాకు టీ పెట్టడం వచ్చు, తీసుకుందురు గాని’ అన్నాను. ఈ లాంఛనం అసలు పట్టించుకోకుండానే-’నేను ఒక నోటిఫికేషను గురించి వచ్చాను. విశాఖ కోర్టులో గిరిజనుల కేసొకటి వాదిస్తున్నాను. ఆ రెవెన్యూ డిపార్టుమెంటు వాళ్లెప్పు డూ వాళ్లకు జాబులు, నోటీసులు ఇంగ్లీషులో పంపిస్తుంటారు. వాటిల్లో ఏముందో వాళ్లకు చెప్పేవారు లేరు. అలాంటివన్నీ తెలుగులోనే పంపాలని ప్రభుత్వ ఉత్తర్వులుంటే, నాకు కొంత ఉపయోగం ఉంటుంది’ అన్నారు.

MY first encounter with K. Balagopal (who passed away on October 8) was on the pages of Economic and Political Weekly. Sometime in 1980, in that journal I had done a review of the recently published The Mandate of Heaven by Nigel Harris, where I expressed the view that for the sake of survival Mao prioritized the need for constructing a nation state (with all its coercive features) over the basic objective of equitable distribution of resources, workers’ control over industries, and a democratic and egalitarian society, thus leading to the degeneration of the Chinese communist model. Soon after, I was assailed by a rejoinder in EPW which upheld the Maoist perspective – with a lot of impassioned and empirical arguments. The writer was K. Balagopal. I met him sometime later, in New Delhi, and was struck by his unusual ability to combine objective studies at the micro level with masterly theoretical conceptualization at the macro plane. ఈ మధ్యనే (08.10.2009) హఠాన్మరణం చెందిన మానవహక్కుల నేత కె.బాలగోపాల్‌తో పాటు హైస్కూల్లోనూ, ఆ తర్వాత డిగ్రీలోనూ దాదాపు ఐదారేళ్లు కలిసి చదువుకున్న బాల్య స్నేహితుడు గౌరిపెద్ది వేంకట శంకర భగవాన్‌. ప్రస్తుతం ఈయన కడప జిల్లా గ్రామీణబ్యాంకులో సీనియర్‌ మేనేజర్‌గా ఉద్యోగ బా«ధ్యతలు నిర్వహిస్తున్నారు. చిన్నతనంలో బాలగోపాల్‌ జీవనశైలిని, ఆయనతో తనకున్న అనుబంధాన్ని స్మరించుకుంటూ అందిస్తున్న అక్షర నివాళి ఇది.

బాలగోపాల్‌తో ఐదారేళ్లు కలిసి నడిచిన అదృష్టవంతుణ్ణి నేను. తిరుపతిలోని ప్రకాశంపంతులు మున్సిపల్‌ హైస్కూలులో 8,9,10 తరగతులు కలిసి చదువుకొనే రోజుల్లో అతనితో సన్నిహితంగా ఉంటూ, ఇతర స్నేహితుల మధ్య నా స్థానం ప్రత్యేకమైనదిగా భావించేవాణ్ణి. రాళ్లపల్లి అనంతకృష్ణ శర్మ మనవడిగా బాలగోపాల్‌, గౌరిపెద్ది రామసుబ్బశర్మ కుమారుడిగా నేను …అందరికీ తెలిసిన రెండు పండిత కుటుంబాల సాన్నిహిత్యం మాది. కుటుంబరావు సాహిత్యం మొదటి సంపుటం – విశాలాంధ్ర ప్రచురణలు, 1982 పై  సమీక్షా వ్యాసం

గొప్ప రచన అంటే ఏమిటి అన్న ప్రశ్నకు ఎవరి చాపల్యాన్ని అనుసరించి వారు ఎన్ని సమాధానాలయినా ఇయ్యవచ్చునుగాని, చరిత్రలో ఆ ప్రశ్నకు ఒకే సమాధానం ఉంది.

సమకాలీన సమాజంలో వస్తున్న మార్పులను, చరిత్రాత్మకమైన పరిణామాలను, ఆ వర్తమానంలో గోచరించే భవిష్యత్తును, ఆ తరంవారికీ తరువాత తరాలవారికీ కళ్లకుకట్టినట్టు చూపించే రచన గొప్ప రచన. ఇట్లా చూపించడం అనుకున్నంత సులభం కాదు. ఎందుచేతనంటే మనచుట్టూ కనిపించే మార్పులలో ఏవి చరిత్రాత్మకమైనవో తెలుసుకోవడానికి చాలా నిశితమైన పరిశీలన కావాలి. చూడడానికి ప్రధానంగా కనిపించేవి నిజానికి చరిత్రదృష్టిలో ప్రధానం కాకపోవచ్చు. ‘మాలపల్లి’ నాటికి ఫ్యూడలిజం పతనం ముఖ్యమయిన పరిణామమన్న విషయం ఇవ్వాళ మనం సులభంగా గుర్తిస్తాం గాని, శాస్త్రీయ సామాజిక దృక్పథం లేని ఉన్నవ ఆ విషయాన్ని ఆనాడే గుర్తించి, ఆ పతనాన్ని – తన పరిమితుల పరిధిలోనే చిత్రీకరించడం ఆయన గొప్పతనం. భూమిక నివాళి (November, 2009).

ఆంధ్రప్రదేశ్‌లో మానవ హక్కుల ఉద్యమానికి మరో పేరైన బాలగోపాల్‌ అక్టోబర్‌ 8  రాత్రి పదిగంటలకు అల్సర్‌తో హఠాత్తుగా మరణించాడు. 57 ఏళ్ళ వయస్సులో జరిగిన ఆయన మరణం మానవ హక్కుల ఉద్యమంతో, ప్రజాతంత్ర ఉద్యమాలతో సంబంధం ఉన్న ప్రతి ఒక్కరిని దిగ్భ్రాంతికి గురి చేసింది. ఆయన లేరనే వాస్తవాన్ని జీర్ణించుకోవడం హక్కుల కార్యకర్తలకు ఉద్యమాభిమానులకు సాధ్యం కావడం లేదు.

డా.కె బాలగోపాల్‌కు 1980లో పౌరహక్కుల సంఘంలో చేరినప్పటి నుంచి 2009 అక్టోబర్‌ 8న మరణించే వరకు పౌరహక్కుల ఉద్యమం వెలుపల వేరొక జీవితం లేదు. ఏకాగ్రతతో తన శక్తియుక్తులన్నింటిని ఆయన పేద, అణచి వేయబడిన వర్గాలహక్కుల సాధనకే ఉపయో గించారు. అందుకే బాలగోపాల్‌ జీవితం అర్ధం చేసుకోవాలంటే హక్కుల రంగంలో ఆయన చేసిన కృషిని తెలుసుకోవాలి. బాధితుల హక్కుల కోసం ఎలుగెత్తి పోరాడిన బాలగోపాల్‌ హఠాన్మరణం పట్ల అందరిలో నిజమైన విచారం వ్యక్తం కావట సహజమే. ఏ ప్రసిద్ధ కమ్యూనిస్టు నేతలకు కూడా ఇంత విస్త్రతమైన ప్రాధాన్యత లభించలేదని పత్రికారంగంలోనూ ప్రజా ఉద్యమాలతోనై సంబంధం ఉన్న వ్యక్తిగా చెప్పగలను. మారిన మీడియా వాతావరణం ఇందుకు కారణం కావచ్చు. బాలగోపాల్‌ మహాత్మాగాంధీ స్థాయి మనిషి అని, గణితంలో నోబుల్‌ బహుమానానికి అరుదైన మేధావి అని కూడా రాశారు. ఆయన ప్రధానంగా ఏ రాజకీయాలతోనైతే విభేదించి స్వంత వేదికను ఏర్పాటు చేసుకున్నారో వారు కూడా విశేషంగా కొనియాడారు. అంతకుముందు ఆయన దారి తప్పుతాడని అనుమానించన వారు ఆయన తమ ఆందోళనలు పొరబాటని నిరూపించినట్లు ఒప్పుకున్నారు. పౌరహక్కుల ఉద్యమకారుడు కె.బాలగోపాల్‌ మరణానికి సంతాప సూచకంగా ఈ దేశపు జాతీయ పతాకను ఎవరూ అవనతం చేసే అవకాశం లేదు.ఆయన ఈ దేశం నిజమైన అర్ధంలో ఎవరిదో ఆ అశేషజన బాహుళ్యంకోసం శ్రమించాడు. కాని తమకై నిలిచిన వారికోసం జండాను సగంమేర ఎగరవేసే అధికారం వారికిలేదు. లేనిపక్షంలో పౌరహక్కులనే మాట ఒకటి ఉందని, అది రాజ్యాంగం తమకిచ్చినా అదే రాజ్యాంగం పేరిట ఈ దేశాన్ని పాలి స్తున్నవారు తమకివ్వదలచుకోలేదని, అందుకోసం ఉద్యమించి సాధించుకోవాలని బాలగోపాల్‌ ద్వారా తెలుసుకున్న అశేష జనావళి, ఈ శుక్రవారం నాడు తమ దేశ పతాకను తప్పక అవనతంచేసి ఉండే వారే. Politics and Play – Ramachandra Guha

In a recent lecture, delivered in Mumbai in memory of Nani Palkhivala, the home minister, P. Chidambaram, attacked “left-leaning intellectuals” and “human rights groups”, who, in his view, “plead the naxalite cause ignoring the violence unleashed by the naxalites on innocent men, women and children”. “Why are the human rights groups silent?” asked the home minister.

The short answer is that they aren’t, and haven’t been, silent. There are very many intellectuals and rights activists who have regularly condemned — in newspapers as well as in specialist journals — Maoist methods such as the recruitment of juveniles as militants, the indiscriminate use of landmines, the killings of alleged informers, and the murders of forest guards and police constables who cannot, by any stretch of the imagination, be dubbed ‘class enemies’.

It may just be that Chidambaram is new to the job, and that in his previous assignments his reading chiefly consisted of business magazines and stock market reports. It seems that he has been ill served by his assistants, who are paid precisely to avoid their ministers making such obvious factual mistakes in public.

If this assumption is correct, then the deficiencies can be remedied easily enough by the home minister being asked to read the writings of an intellectual who died the very week of his Palkhivala lecture. His name was K. Balagopal. Balagopal was described (by a younger friend) as “the conscience of the collective self known as Andhra society” — with reason, as for 30 years and more his chief focus of work and writing had been the politics and culture of his home state. ఆధునిక మానవ హక్కుల ఉద్యమ చరిత్రలో, సిద్ధాంత పరిణామంలో, హక్కుల ఆచరణలో బాలగోపాల్‌ చిరస్థాయిగా నిలిచే ఒక సజీవమైన మలుపు. ముఖ్యంగా భారతదేశంలోని హక్కుల అవగాహనలో ఆయన చేసిన కృషి ప్రభావం హక్కుల ఉద్యమాలు ఉన్నంత కాలం ఉంటుంది.హక్కుల చరిత్ర పాశ్చాత్య దేశాలలో 13వ శతాబ్దంలో భూస్వాములకు రాజ్యానికి మధ్య వచ్చిన తగాదాలో నుండి మ్యాగ్నా కార్టా పుట్టుకొచ్చింది. అంటే రాజ్యం తాను ఇష్టమొచ్చినట్లుగా నిరంకుశంగా పాలించడానికి వీల్లేదు అనే భావన మానవ చైతన్యంలోకి వచ్చింది. ఆ భావన మరింత బలపడడానికి ఫ్రెంచ్‌ విప్లవం, అమెరికా అంతర్యుద్ధం, యూరప్‌లో భిన్న దేశాల్లో విభిన్న రూపాల్లో వచ్చిన ఉద్యమాలు దోహదపడ్డాయి. స్వేచ్ఛ, సమానత్వం, సౌభాతృత్వం లాంటి ఉన్నతమైన విలువలు అభివృద్ధి చెందాయి. రూసో, థామస్‌ పేయిన్‌, జెఎస్‌ మిల్‌ లాంటి తత్వవేత్తలు వ్యక్తికి లేదా పౌరులకు మధ్య జరిగిన ఒప్పందంలో నుండి రాజ్యం వచ్చిందన్న సూత్రీకరణ చేసారు. జెఎస్‌ మిల్‌ వ్యక్తి స్వేచ్ఛను ఆకాశపు హద్దులదాకా తీసు కళ్ళాడు.  మార్క్స్‌ ఈ మొత్తం చర్చను బూర్జువా వ్యవస్థ ఆవిర్భావ క్రమంలో వచ్చాయని, స్వేచ్ఛ సమానత్వ భావనలు ఉదాత్త భావనలైనా, నిత్యజీవితంలో నిజమైన స్వేచ్ఛ సమానత్వం లేనపుడు చట్టం దృష్ట్యా అందరూ సమానమే అనే భావన ఒక భ్రమా జనిత  ఊహ (జ్యుడీషియల్‌ ఇల్యూజన్‌) అని అన్నాడు. అందుకే మార్క్సిస్టు ప్రేరణతో వచ్చిన ఉద్యమాలలో మానవ హక్కుల ప్రస్తావన చర్చ అంతగా ఉండదు. పందొమ్మిది, ఇరవైయవ శతాబ్దంలో జరిగిన స్వాతంత్ర పోరాటాలలో, ముఖ్యంగా మూడవ ప్రపంచం అని పిలువబడే దేశాల్లో మానవ హక్కుల భావన, ప్రధానంగా స్వేచ్ఛా స్వాతంత్ర భావనలు, పాశ్చాత్య ఉదారవాద సిద్ధాంతం వల్ల చాలా ప్రభావితమయ్యాయి. కాని అవి చాలా దేశాల్లో స్వాతంత్రం తర్వాత ఆచరణలోకి రాలేకపోయాయి.
